Federal authorities are developing a planned U.S. Immigration and Customs Enforcement facility at 7240 Holsclaw Road in unincorporated Santa Clara County, just outside Gilroy. The General Services Administration awarded a 20-year lease on the property in January 2025; construction was underway by mid-2026. Site blueprints obtained by San José Spotlight and cited in litigation by California Attorney General Rob Bonta and Santa Clara County describe detainee holding and processing areas, interview rooms, visitation space, and offices, with capacity for up to 150 people. County officials argue the roughly 24.5-acre parcel is zoned exclusively for agricultural use under the Williamson Act and is unsuited for detention infrastructure. In June 2026, state and county officials sued in federal court seeking to halt the project, citing environmental, zoning, and intergovernmental consultation concerns. The Mercury News reported that whether local and state governments can stop the facility may depend in part on whether it is operated directly by the federal government or by a private contractor.
