U.S. Immigration and Customs Enforcement purchased this industrial warehouse in Surprise in mid-January 2026 for about $70 million. City officials said they were unaware of the purchase and that the area is zoned for industrial use, not residential detention. The site is contracted to GardaWorld Federal Services. Arizona's attorney general sued in April 2026 to stop the project for lack of environmental review, and federal officials paused work on the facility later that month. The Surprise mayor has reported that current plans cap occupied beds at 542.
